This legislation prohibits New Zealanders from accessing almost all social security support and most services. This also has dire hindrances to accessing Superannuation in times of extreme hardship.

2. Australian Citizenship (Permanent Resident Status - New Zealand Citizens) Declaration 2001 

This change was implemented by Phillip Ruddock, Immigration Minister of the time.

Important to note the words used in the brackets (Permanent Resident Status - New Zealand Citizens).
